Homeowner Protection Act 2024

Regulatory Filings - Consumer Protection pillar

Also known as: Bill 200 2024, HPA 2024

Ontario Bill 200 (Homeowner Protection Act, 2024). Made consumer-goods NOSIs retroactively expired June 6, 2024. Underlying rental contracts remain enforceable through other channels.

Bill 200, the Homeowner Protection Act 2024, received royal assent in June 2024 and immediately deemed all consumer-goods NOSIs (rental water heaters, furnaces, AC units) retroactively expired. New consumer-goods NOSIs are prohibited going forward. Critically, the Act does NOT void the underlying rental contracts: the security interest itself was created when the consumer signed, and remains enforceable through PPSA registration against the consumer's name and through credit reporting (typically picked up by bureaus 6 weeks after registration). The common Bill 165 misnaming refers to a different piece of legislation entirely.
